Hi, Anonymous! Don't worry, I'm not known for lying or sugarcoating things when it comes to the modeling industry, lol. You'll definitely want to wait until you get to 5'8" before submitting yourself to agencies in the NY market--it'll give you a better shot at getting signed. However, some New York agencies have lower height requirements for younger models but you'll have to visit each agency website in order to see which specific ones do this. For example, they may sign a model that is 15-years-old and 5'7" because they know there is still a few more years left for them to get taller and finish growing/developing physically. But if you go to them at 5'10" (or the minimum 5'8") your chances will be much better.
